Want to get somewhat back into Magic and I feel that cube would be perfect. Anyone got any cube lists? Looking at a small cube for 2-4 players (about 350-400 cards); budget doesn't matter as I will be proxying but I'd like one that is in the region of $600.

This is a very broad question. Start by narrowing down the archtypes you would enjoy drafting.

There are a few minor changes I would make (not a fan of Dark Ritual, and I think Terastodon and Woodfall Primus are too similar - maybe swap one out for Craterhoof Behemoth and consider Natural Order over Tooth & Nail). Maybe more of a problem is that you have lots of equipment for a "small" cube. There is some danger in trying to jam in too much, so I might consider not including the swords and thinking about what works well with the archetypes you already have.

Also, why only 3 signets - I would include 5 for color balance or all 10.

I think this cube was made out of the most popular cards. I might use it as a starting point with some of your suggestions.

I have a joy for low powered cubes, because it actually feels like drafting. This is why I love non-rare cubes.

What I'd do is ask the people you plan on drafting with what type of cube they would want to play and what cards and archetypes they would like to see in it.

So idk if it applys (depending on your budget) but on the mtgcube subreddit there's a guy who does a series of 'unpopular opinions' which i think are good reading. Not all are likely to apply but still are good read, if for no other reason, than to get an idea of cube building philosophy.
